It takes an extraordinary person to deftly navigate the mercurial waters of labor and employment, litigation and dispute resolution, and energy law. It requires a quick wit, depth of knowledge, experience, and persistence to address a client’s needs and swim confidently against the tide if need be. These exceptional qualities are inherent in Filray and have made him a sought-after counsel of leading multinational companies and established domestic corporations.

Filray’s aptitude in law and deep investment in every relationship continue to win the trust of clients from various industries.

His sterling track record in his practice of labor and employment makes him a formidable ally in labor matters. He is an expert in all facets of Labor and Employment Laws including handling employment contracts review, labor standards compliance, due diligence reviews for mergers and acquisitions, establishment of companies, contracting arrangements, collective bargaining negotiations, strikes, mediation and conciliation, termination procedure, illegal dismissal and labor standards litigation, retrenchment, redundancy, and downsizing of operations.

His wealth of experience in handling and winning complex and high-profile cases punctuates how he thrives even in the most intense courtroom battles and circumstances. Under his belt are victories in prosecuting individuals and defending clients involving a wide range of cases, including heinous crimes such as murder and plunder. He has acted as counsel for high–ranking government officials, including Senators, Mayors, Governors, President of a Government Owned and Controlled Corporation, and members of the cabinet.

Apart from steering courtroom hearings or handling labor disputes, Filray is also a prominent figure in power supply biddings and negotiations. He is currently the lead external legal counsel of the Third-Party Bids and Awards Committee of the largest distribution utility in the country.

After office hours, Filray shares his expertise and know-how by mentoring his students in the Ateneo Law School, where he established a reputation as one of the country’s leading professors in labor and employment laws.

Q&A

We heard that when you were young, your parents enrolled you in an art class. What do you think prompted them to do that?

My parents are firm believers of multiple intelligence theories. They wanted us to excel in something other than academics. That is perhaps why they regularly enlisted me in art classes and sports training camps back then. I recall, when I was in grade school, I could not understand why my parents were much prouder when I got awards from arts and sports activities compared to when I graduated as class valedictorian. I guess they expected nothing less from me in schoolwork, but they beam with pride when I excel in other areas too.

Is your interest in artworks at an early age the reason why you have paintings hanging on your walls?

That is a flaw in my psyche that even my wife already got tired of rectifying. I stop only when there is no more space left. For some reasons, the colors in artworks give me joy, hope, focus, and serenity.

Do you view the practice of law in the same manner you perceive works of art?

When you come to think of it, appreciating paintings and cases is the same. It is not about the value of the piece or of the transaction.

One will deeply appreciate an artwork when he is able to marvel at the masterpiece as whole and see its intricate details from afar. When I formulate legal strategies, I consider the peculiarities of all the possible scenarios and the impact of these available options on the grand scheme of things.

We think the main difference between artworks and legal practice is that pleadings, opinions, and legal documents are expressed in words. What can you say about this?

We cannot deny that. Seldom that you see words painted on the canvass. But have you ever wondered why artworks are still able to get the message across even if you do not see any letters? It is because a piece of art touches your soul in places that no string of sentences could reach.

As I practice law, and as I try to win the trust of our clients, I am guided by the reality that people might forget what you said, but they will always remember how you made them feel.
